A shot at peace

Taking forward its peace initiative, the Home Department of the Jammu and Kashmir Government has drafted a surrender and rehabilitation policy for those who wish to return to the mainstream. The policy talks of enabling the ‘renouncers’ to lead a normal life and ‘contribute towards society’s progress’. The surrendered militants, on the list of the Subsidiary Multi-Agency Centre, will be eligible for incentives such as a fixed deposit for a sum of Rs 5 lakh-odd; monthly stipend for the lock-in term; self-employment under the Pradhan Mantri Kaushal Vikas Yojna and Himayat; and a chance at accommodation in Jammu or Srinagar.  

But the push would be meaningless in the absence of probity. Several attempts were made in the past to reintegrate militants. Some did give up arms, but their places were quickly filled. The intention was in place, the efforts were not. For the fruition of the scheme, the government must inject vitality, ensuring prompt account and fund transfer generation; timely disbursal of stipends; and political and bureaucratic enthusiasm to go all out to keep the promises. At the helm should be people with impeccable credentials. The identification process should be speedy and benefits must go only to the ‘bona fide’ renouncer. It should not become a source of money laundering. At the same time, vigil will have to be kept to ensure that no ‘sleeper’ finds a way in. The earnest efforts of the monitoring authority need to be supplemented by those of the armed forces, intelligence agencies, and the police and state administration to break this chain of violence.

The angst and frustration of the youth are real. With little hope of a sunny future, some find themselves a facile target of monetary allurements and indoctrination. Already this year, 100 youths have taken up arms. A small step has been taken. The expanse of its stride will be known in time. The Burhan Wanis must grab this golden chance. The Valley longs for peace, and the return of her prodigal son.
