14 of 44 PCS officers flunk dept exams

Fourteen Punjab Civil Services (PCS) officers have failed to qualify the departmental examinations of assistant commissioners/extra-assistant commissioners, tests of which were held from October 22 to 27. A total of 44 PCS officers appeared in the exams. 

Most of these officers were selected in the executive branch from allied services of various departments after clearing a test and interview conducted by the Punjab Public Service Commission (PPSC). 

As per the result declared by Chief Secretary Karan Avtar Singh, the PCS officials who failed in one or more subjects include Vikramjit Singh, who flunked local government laws paper. Gurwinder Singh Johal failed in industrial and commercial law, public service law, local government laws, service and financial laws. He was also declared failed in revenue law as he got a lower grade. 

Raman Kumar Kochar flunked industrial and commercial law, local government laws, service and financial laws. He was also declared failed in revenue law because he passed the subject with a lower grade.

Balwinder Singh, who joined the executive branch on March 15, 2017, and holds an MBA degree, failed in industrial and commercial law, public service law and local government laws. He was also declared failed in revenue law because he passed the subject with a lower grade.

Inderpal Singh flunked seven subjects — revenue law, criminal law, industrial and commercial law, public service law, local government laws, service and financial laws.

Jaspreet Singh failed in four subjects — criminal law, industrial and commercial law, local government laws and revenue law. He got lower grade in revenue law. 

Sanjeev Kumar failed in criminal law, public service law and local government laws. He also failed to qualify revenue law as he got lower grades. 

Yash Pal Sharma flunked criminal law, public service law and local government laws. Tarsem Chand was declared failed in criminal law because he got a lower grade. Besides, he failed in industrial and commercial law and local government law. 

Paramjeet Singh and Om Parkash failed in local government law and revenue law. They got lower grade in revenue law. 

Surinder Kaur, who joined the PCS (executive) on June 15, 2016, passed all subjects, but narrowly missed out in the revenue law paper. She got a lower grade in this paper. She was given exemption from clearing Hindi and Punjabi papers. 

Ranjit Singh, who joined the PCS (executive) on June 15, 2016, flunked public service laws. He was also declared failed in criminal law and revenue law papers as he got lower grades. 

Amarinder Singh Tiwana passed all subjects, but narrowly missed the revenue law paper. He got a lower grade in this paper. He was given exemption from clearing Hindi and Punjabi papers.

10 subjects, four chances

According to rules, all newly appointed PCS officers have to clear examinations in 10 subjects — criminal law, civil law, development law, revenue law, industrial and commercial law, public service law, local government law, service and financial law, Hindi and Punjabi — within 18 months of joining the executive branch. The officers get four chances to clear the examinations, which are conducted thrice a year.
